Governor Abbott Officially Signs SB4 Limiting Abortion

On Friday, Governor Greg Abbott signed Senate Bill 4 into law in Austin, Texas. This bans mail-order prescription drugs and prevent physicians from providing women who are more than seven weeks pregnant with abortion drugs.

Joining Governor Abbott was Texas State Representative Stephanie Klick and other pro-life members of the representative and legislature.

“Texas continues to lead the way in protecting unborn children and fostering a culture of life, which is why I am proud to join Texas Values, members of the legislature, and pro-life leaders to sign Senate Bill 4 into law,” Abbott said. “This year, we have witnessed the Biden Administration temporarily lift restrictions on abortion-inducing drugs and heard from those who want to permanently rollback safety protocols in place to pregnant women. We will not allow this to happen in Texas.”

Governor Abbott added “And even as we can all understand the imperative of the right to life, there are still millions of children who lose their lives to abortion every year. We as Texans will not accept that, which is why we as Texans stepped up and passed multiple laws this session to prevent innocent and unborn life.”

In July, Representative Erin Zwiener said “This bill will push some women to seek black market options to receive the medication. And as always, our choice is not between abortion and no abortion. It’s between safe legal abortion or unsafe illegal abortion.”Governor Abbott added “And even as we can all understand the imperative of the right to life, there are still millions of children who lose their lives to abortion every year. We as Texans will not accept that, which is why we as Texans stepped up and passed multiple laws this session to prevent innocent and unborn life.”

Governor Abbott made a point to prevent mail-order abortion drugs.

“Earlier this year the Biden administration temporarily lifted restrictions on abortion-inducing drugs, allowing them to be delivered by mail during the pandemic,” Abbott said Friday. “There’s an effort to make it permanent. We will not allow it in the Lone Star State. That’s why I’m about to sign a law that bans mail-ordered abortions in Texas.”

Even though SB4 prevents physicians from mailing abortion drugs in the mail. There is still a loophole.

The Guttmacher Institute said, “decades of clinical evidence suggest that medication abortion can even be provided without laboratory tests or ultrasound prior to administration, opening up further possibilities for service delivery.”

This was the second abortion law that Governor Abbott has signed. The previous bill was Senate Bill 8 that allows anyone to sue a doctor who gives an abortion pill to a pregnant woman who is six weeks pregnant.

"We know these bans don't prevent all abortions. What they do is simply put safe, necessary medical care out of reach," said Rep. Ayanna Pressley, (D), Massachusetts.

Attorney Tim Maloney gave more insight into what the latest restrictions mean.

“The whole purpose of these bills is one thing to keep restricting and narrowing the access until there is no access. And that's the fundamental purpose of the bill.”

The Coalition for Life in San Antonio Executive Director Catherine Nix said they are pleased with the new law.

“The answer is not to abort the child. The answer is to help the woman and the child. And so this is what we strive to do,” said Nix. She also added they will help anyone go to a pregnancy clinic should they need help.
